On September 27th, the Italian government has given the final approval to the new immigration quota decree which sets the number ant types of work permit that can be issued in the next 3 years.
A total of approximately 450.000 foreign workers will be admitted in the country in the years 2023 – 2025.
The quotas are for subordinate and seasonal work and for self-employment.
The job sectors are: freight transportation on behalf of third parties, building, hospitality and tourism, mechanics, telecommunications, food, shipbuilding, transportation of passengers by bus, fishing, hairdressing, electricians, plumbers, family care and support services.
Some quotas are reserved to certain nationalities only.
Immigration for work purposes in Italy is based on a quota-system which is fixed annually by means of a Decree – the so-called “decreto-flussi”. The decree sets the numerical limits for each category of foreign nationals allowed to apply for a work permit and the period during which applications can be submitted. Permits are normally granted on a first come, first served basis.
Several categories of workers are excluded from the cap and are not subject to a fixed limit, such as ICT assignments, highly skilled, executives or managerial employees assigned to the Italian branch of a foreign legal entity, university lecturers and professors, translators and interpreters, professional nurses, etc.
The next step will be the official publication of the decree in the Official Gazette. Once this is done, the timelines for employers to submit their applications will become available, as outlined in the decree for various categories of entry.
